Regina was a Veteran of the U.S. Navy and member of the Ladies Auxiliary in Stony Point, New York.

Survivors include her daughter, Bonnie Phelan of Chapala, Mexico and son, Bruce Phelan of Miami, FL. She was preceded in death by her husband, Charles R. Phelan.
