Mr. Tarr was born in Long Branch, New Jersey and was a resident of Florida since 1965.
He was an avid fisherman and a member of the Common Ground Vineyard Church, Fort Pierce.
Survivors include his mother, Janet Snodgrass; brother, Richard (Nancy) Tarr; sister, Kathleen (Jeff) Onus; niece, Katie Onus and nephews, Sean Onus, Ricky Tarr and Danny Tarr.
Services: A memorial service will be held on Saturday, June 17, 2017 at 1:00 PM at Common Ground Vineyard Church, 600 Atlantic Avenue, Fort Pierce.
